The registration of the certificate is a necessary
protection for China, for I an net oblivious of the fact that
there are Anglo Chinese subjects under both categories mentioned
who are probably concerned in a revolutionary propaganda. If
those men enter China they should do so at their em risk.

It is improbable that the Chinese Government will abanden
the position taken up by then as shown in Mr O'Cener's despatch
No 277 to the Foriegn Office dated the 6th of December 1893.
I think that without compelling the abandonment of that position
the solution is to be found in a pronounced determinatien en eur

Government permit these subjects to held property in China that
is a matter that concerns them. But if they proceed to injure
